What do they need help with?
Housing Justice are seeking legal expertise to help finalise the agreement with a trustee who will gift them the use of a property for a period of five years. Under this arrangement, the trustee remains the legal owner; Housing Justice will take responsibility for the property, act as landlord, collect all income, and handle landlord duties.
In addition to drafting or reviewing the legal content of that agreement, they also wish to understand compliance requirements under Welsh housing law and policy frameworks, including Rent Smart Wales, HMO standards, and the Renting Homes (Wales) Act 2016.
The property is intended to be located in Cardiff (not yet purchased). They are looking to move swiftly, so timely legal advice will be much appreciated.
Housing Justice’s broader mission is increasing housing provision especially for refugee women under 35 who are homeless.

About the organisation
Housing Justice is a UK‑wide homelessness charity working in Wales, England and Scotland. They seek to foster justice in the housing system through community responses.
Some of their work in Wales includes:
-
Commissioned services in Wrexham, Swansea, Neath Port Talbot
-
Non‑commissioned services in Newport and Cardiff
-
Citadel programme: pairing people experiencing or at risk of homelessness with volunteers to support independent living
-
Hosting programme: volunteer hosts offering spare rooms to sanctuary seekers who are destitute
In England they deliver services such as Lodging, London Lettings Network, Quality Mark and coordinate networks for non‑commissioned night shelters. In Scotland they are developing “Faith in Affordable Housing” – proposing use of unused faith‑owned land/buildings for affordable housing projects.
They have roots in Christian faith communities but serve people of all faiths or none. Their vision is that everyone has a safe and stable home, and feels they belong.
