What do they need help with?

YMCA Black Country Group provides a range of accommodation options for young people across the Black Country and South Staffordshire, including transitional ‘Y-Living’ accommodation for individuals aged 18–35 who are in work but require safe, secure, and affordable housing.

The organisation currently uses Assured Shorthold Tenancies (ASTs) for this provision, typically offering two-year tenancies with the option to review. However, upcoming changes under the Renters Rights Act mean that they will need to transition to periodic tenancies and will no longer be able to rely on Section 21 possession.

YMCA Black Country Group understands that its accommodation is likely to be classified as ‘stepping stone’ housing under the new legislation. It is therefore essential that tenancy agreements clearly reflect this classification, including the intended time-limited nature of the accommodation and eligibility criteria. This will enable the organisation to retain appropriate routes to possession, such as under Ground 5H, where necessary.

They are seeking pro bono legal support to:

  • Review existing AST agreements currently in use
  • Advise on the transition from fixed-term tenancies to periodic tenancies
  • Ensure new tenancy agreements are fully compliant with the Renters Rights Bill
  • Incorporate appropriate clauses relating to ‘stepping stone’ accommodation and eligibility criteria
  • Confirm that updated agreements are legally robust and fit for purpose

This support will help the organisation navigate legislative change with confidence, ensuring continued compliance while maintaining a supportive and structured housing offer for young people.
